Angel wears a pink hat with white rice balls on the left side. It's tilted to the left a little, showing off her golden blonde hair that falls in little ringlets around her neck and down her chest. Her bangs are fairly long and fully cover one of her eyes. Which eye it covers at any given time depends on her mood: Right when she's happy, left when she's not. Golden hoops adorn her ears and around her neck is a black choker with a small "Tako-san" charm. Her dress is an extremely low-cut, barely covering her chest black dress that falls past her knees and ties around her waist with a little black string. Around her shoulders and down her back rests a puffy white jacket with the puffiest white fur around the neck, front, and sleeves. The ensemble is topped off with black heels.

Angel is known for her tenacity and intelligence. As a detective, she was extremely hard-working, never giving up on the case at hand and always following through on any leads. She was one of the department's best detectives for a time and took her job seriously, thinking it was the best job she'd ever had, her calling. She's known as the Cough-Up Queen because she can twist words around to get anyone, particularly if they are male, to admit to anything. She's good at getting information out of people no matter the circumstance. She's also known for being a bit of a flirt. After she was fired, she found a new way of snooping for information: manipulating men, her "boyfriends", into telling her anything she wanted to know. She looks like more of a ditz than she is, making it very easy for her to obtain any information she may want.

Angel's best talent is her penchant for getting people to "cough-up" information. She knows just what to do to find out anything she needs to from certain people and likes to play up, possibly even fake, relationships so she can learn things to further her goals. She's an extremely good detective and took that job seriously when she had it. She can twist circumstance around and is extremely intelligent, knowing just what to say and how to phrase it so she gets her point across, never saying too much or too little. (At least not until she met Phoenix.) And because she was a detective, she knows the law very well and can use it to her advantage.

Angel hates being wrong, and can't stand being called on her mistakes. She rarely makes any, but when she does, they're usually bad, and even if she covers them up, they still stand a chance of being uncovered. She also holds insane grudges against people who have wronged her, particularly prosecuting attorneys, and never lets go of those grudges. She can be easy to anger at times, mostly when one of her grudges has been hit upon or brought up in conversation.

The most outstanding part of Angel Starr's life was the day she became a detective for the police department. She was one of their star employees, always able to get all the information she needed. She was so good at this information gathering that she became known as the "Cough-Up Queen" because she could get anyone to cough up anything she needed from them. Over the course of her employment, she became extremely popular, especially with the men and the defense attorneys. Two years before her arrival in Manhattan, she was involved in what would later be known as the SL-9 Incident: the Joe Darke killings. That incident was the most difficult case she ever had to deal with. It was also her last.

Angel was never happy with the verdict, the evidence that was presented in that case and she made it clear once the case was closed. For her efforts, or because of them, she was informed that she would be fired from her dream job. She was one of the ones who lost their job completely rather than be demoted; however, everyone who was on that case was demoted or fired. No one but detective Gant and prosecutor Skye were kept after that case.

Angel hated prosecutors ever since that day, believing them to be the reason she failed at her job and then lost it during the SL-9 case. She was given a job with Lunchland, handing out lunches and metaphors to all who met her.

Two years later, she became involved in what would later be discovered as the final key to the incident that had plagued her for so long. She was visiting one of her "boyfriends" up int he security station at the prosecutors office. The room overlooked the parking lot of the office and from there she witnessed Chief Prosecutor Lana Skye stab a detective with a knife. She tried to get to the scene quickly, but a locked door prevented her arrival until five minutes later, where she had to climb a chainlink fence in order to apprehend the suspect. The police arrived and Lana was arrested.

Angel was, at first, the chief witness in that case, the case against Lana Skye. She claimed she saw Lana stab the victim, ran down, and apprehended her. The story would be changed several times as Lana's lawyer uncovered more and more of her plays on words and what she was trying to hide, including evidence she'd taken and hidden from the prosecutor. She knew law well enough to know what she would and would not be able to get away with in court. Eventually, the truth was uncovered and Angel's story no longer held the weight it did in the beginning. Over the course of the trial, Phoenix accused her of working with Edgeworth, the prosecuting attorney, forever branding him in Angel's mind. She went home that night, fell asleep, and found herself in Manhattan.
